By statute, territorial authorities are charged with creating a budget stretching 10 years into the future. Reviewed every three years, each one in turn paints a more detailed picture in the short term 3 year window, but what is vital is setting an early direction on income and expenditure for a further 7 years.
The initial Long Term Plan for Auckland as a supercity was 2012-21, and was based on the legacy planning and budgeting models from the 7 authorities it replaced.
The 2015-25 LTP is the first one developed entirely under the new Council structure, and has indicated a re-setting of financial aspirations, in turn placing financial constraints on capital expenditure plans.
The period 2010 to 2014 had given some relief to sport and recreation expenditure and programmes such as the Sports Field Capacity Development (SFCD) had seen an upturn in both maintenance and capital plans which were to be welcomed.
