Under the co-governance model the 21 Local Boards have responsibility for ensuring projects are designed and approved to meet the needs of local communities. Local Boards approve spending plans on projects in their own area, and are important supporters of sport and recreation in community settings. Each Local Board creates a 3-year plan that sets out the local priorities, which are then translated into Annual Plans that detail expenditure on items including Parks, Sports and Reserves Operating and Capital Expenditure, where investment in sport and recreation facilities will be found.
